Tower Block Pet Rules Could Change

Norwich City Council is consulting on plans allowing tower block tenants to keep pets without first seeking permission from the authority.

Norwich City Council is consulting on plans that could make it easier for people living in council-owned tower blocks to keep pets.

Under the proposed policy, tenants would no longer have to ask the council for permission before bringing certain animals into their homes.

The changes could cover a wide range of pets, including dogs, cats, small mammals such as rats, reptiles and invertebrates – potentially including pet cockroaches.

However, the proposed relaxation would not give tenants unrestricted freedom to keep animals.

Owners would remain responsible for ensuring their pets do not cause excessive noise, nuisance or damage and would be expected to maintain appropriate standards of cleanliness and animal welfare.

Rules would also continue to apply to communal areas within tower blocks, while action could be taken where an animal causes persistent problems for neighbours or creates health and safety concerns.

The consultation gives residents an opportunity to comment before the council decides whether to introduce the new policy.

The proposals reflect a wider debate about pet ownership in rented homes and the benefits animals can provide through companionship and improved wellbeing.

If approved, the changes would remove the need for tenants covered by the policy to seek individual permission while retaining safeguards designed to protect neighbours, buildings and the welfare of animals.
