Norfolk Council Criticises Further Delay to Local Government Shake-Up

Friday, 30 October 2026 at 08:29

Norfolk County Council criticises further government delays to local government reorganisation as ministers reconsider proposals for the county's future structure.

Norfolk County Council has criticised further uncertainty surrounding government plans to reorganise local authorities across the county.

The council's deputy leader, Robin Hunter-Clarke, says the latest announcement will prolong uncertainty for residents, businesses and public services.

Ministers confirmed on Thursday 29 October that Norfolk's future council structure remains under review, with a decision on the preferred option expected by early next year.

The government is reconsidering proposals to replace the county's existing councils with one, two or three new unitary authorities.

A previous decision to create three councils was withdrawn in September following a wider review of local government reorganisation.

Councillor Hunter-Clarke says the continuing uncertainty is distracting attention and resources from essential services, including social care, education and support for vulnerable residents.

Norfolk County Council remains opposed to the reorganisation, arguing that the process could be costly and disruptive.

However, ministers insist that creating unitary authorities remains a government priority and could simplify local government by bringing services under fewer organisations.

The government has confirmed that local elections scheduled for May 2027 will proceed on existing council boundaries.

Under the revised national timetable, elections to any new authorities are expected in May 2028, with the reorganised councils becoming operational in April 2029.

Ministers say all remaining areas under review should receive an initial decision by early 2027.
