New Plans Expected for Norwich's Historic Old Library

Monday, 26 October 2026 at 07:43

Norwich City Council says plans for the Old Library could be revealed soon as it seeks a new community partner.

Plans to bring one of Norwich's historic city centre buildings back into public use could be announced within the next few weeks.

Norwich City Council has confirmed that it is working to secure a new partner for the Old Library on Guildhall Hill, which has stood empty since a restaurant closed there in 2019.

The Grade II-listed building dates back to the 18th century and was originally home to Norwich's first subscription library.

It continued operating as a library until 1976 before being used for other purposes, including as a restaurant.

Despite its prominent location in the heart of the city, the property has remained vacant for several years, prompting questions about its future.

In December 2024, Norwich City Council invited expressions of interest from organisations interested in taking on a long lease and bringing the building back into use.

The authority indicated that potential partners would need to demonstrate how their proposals could deliver social and economic benefits for the city.

The historic property requires essential repairs and investment to secure its long-term future.

Council officials say discussions are continuing with a potential partner, although no organisation has yet been publicly identified.

Further details about the proposed plans are expected to be announced in the coming weeks.

The council hopes to secure a sustainable future for the building while preserving its important architectural and historic features.
