Historic Norwich Bank to Become Café, Art Gallery and University Library

Tuesday, 27 October 2026 at 21:19

Norwich University of the Arts wins approval to transform historic Bank Plain building with a library, café and public gallery.

One of Norwich's most recognisable historic buildings is set to undergo another major transformation after plans for a new café, art gallery and university library were approved.

Norwich University of the Arts has secured planning permission for the latest stage of its redevelopment of the former Barclays Bank building at 20 Bank Plain.

The Grade II-listed landmark was built in 1926 and previously served as Barclays' regional headquarters, reportedly housing the longest banking counter in Britain.

The building later became home to the OPEN Youth Trust, hosting concerts, community activities and events before the organisation went into administration in 2020.

Norwich University of the Arts purchased the property in 2022 and has already carried out extensive refurbishment work.

The building now accommodates student facilities, research spaces, a postgraduate hub and the university's Students' Union.

The newly approved proposals will introduce a flagship library and archive, alongside a café and gallery designed to welcome members of the wider community.

Plans also include improvements to entrances and internal spaces, with three former cash machines on London Street being removed.

University chief operating officer Jeremy Smeeth says the project aims to secure the long-term future of the historic building while creating opportunities for students and the public.

The redevelopment forms part of the university's wider investment in Norwich city centre and its cultural heritage.
