A public inquiry is examining controversial plans to demolish hundreds of homes and redevelop Thetford's Abbey Estate over twenty years.
A public inquiry has opened into controversial plans to redevelop Thetford's Abbey Estate, which could see hundreds of existing homes demolished and replaced over the next two decades.
Housing provider Bromford Flagship LiveWest wants to transform the estate through a £250 million regeneration project.
The proposals involve demolishing approximately 551 existing homes, alongside garages and some community buildings, while increasing the estate's overall housing capacity by up to 500 properties.
However, Breckland Council rejected the application in October 2025, citing concerns about the impact on residents and their wellbeing.
Councillors concluded that the prospect of prolonged disruption and uncertainty could have unacceptable consequences for people living on the estate, particularly elderly residents, children and vulnerable households.
The developer argues that significant investment is urgently needed to improve ageing properties and create modern, energy-efficient homes.
The public inquiry began on Tuesday 3 November at Elizabeth House in Dereham and is expected to last eight days.
An independent planning inspector will hear evidence from the developer, the council and other interested parties before considering whether the rejected application should be approved.
Residents have raised concerns about losing their homes, relocation arrangements and the potential disruption caused by construction work.
No decision will be made immediately following the inquiry, with a final outcome expected at a later date.
