East Norwich Regeneration Plans Hit Setback

Monday, 2 November 2026 at 20:06

East Norwich regeneration faces setback after Homes England fails to agree purchase of Deal Ground and former May Gurney land.

Plans to transform a large area of derelict land in East Norwich into a new residential neighbourhood have suffered a setback after negotiations over the purchase of key sites broke down.

Homes England, the government's housing and regeneration agency, has confirmed it has been unable to agree terms with landowners to acquire the former May Gurney and Deal Ground sites near Whitlingham Country Park.

The land forms part of the wider East Norwich regeneration project, which aims to deliver approximately 3,500 new homes, alongside employment opportunities, green spaces and improved riverside access.

The sites are currently owned by Serruys Property Company, which had been in negotiations with Homes England over a potential sale.

Previous plans for the Deal Ground included hundreds of new homes, although progress has been complicated by planning and flood risk concerns.

Despite the setback, work is continuing on neighbouring land formerly occupied by the Colman's mustard factory.

Homes England purchased the Carrow Works site earlier this year and has now submitted a planning application to demolish several former industrial buildings and prepare land for redevelopment.

The work would help enable an initial phase of up to 300 new homes, with the first properties targeted for completion by 2029.

Norwich City Council says the wider regeneration project remains an important opportunity to transform former industrial land into a new community.
