Plans to transform Thetford’s Abbey Estate are heading to a planning appeal after councillors rejected the controversial £250 million redevelopment scheme.
The long-running battle over plans to redevelop Thetford’s Abbey Estate is heading to a planning appeal.
Bromford Flagship LiveWest, known as BFL, has appealed against Breckland Council’s decision to refuse outline permission for the major regeneration project.
The proposals include improving existing properties where possible while demolishing and replacing up to 551 homes. Between 320 and 500 additional energy-efficient homes could also be created, alongside a new neighbourhood centre, shops, green spaces and improved links to the Little Ouse and Thetford Forest.
Breckland councillors rejected the plans in October 2025, despite planning officers recommending approval. Concerns included the impact that prolonged uncertainty and disruption could have on residents, including their wellbeing.
Some people living on the estate have strongly opposed the redevelopment and say years of uncertainty over whether their homes could eventually be demolished have caused anxiety and distress.
BFL says the estate, which contains around 1,100 homes, requires significant long-term investment and argues that regeneration would create a better-connected neighbourhood.
The developer acknowledges the scale of the proposals is unsettling but says affected tenants would be offered improved replacement homes and support through the process.
The Planning Inspectorate will now independently consider the appeal before deciding whether the redevelopment can proceed.
