The Canaries made a strong start when Mohamed Touré opened the scoring after just five minutes.
Bolton responded quickly through Thierry Gale, but Norwich regained the advantage when Ruairi McConville headed home his first goal for the club in the 19th minute.
Once again the visitors fought back, with Gaizka Larrazabal making it 2-2 shortly before half-time.
Bolton went ahead for the first time just two minutes into the second half when Sam Dalby produced a clever finish.
Norwich responded again in the 61st minute.
Substitute Paris Maghoma helped create the opportunity for Jack Stacey, who broke forward and fired home to level the match at 3-3.
However, the decisive goal arrived in the 72nd minute.
Bolton substitute Atsuki Ito worked his way through the Norwich defence before finding the bottom corner to put the visitors 4-3 ahead.
Norwich were unable to find another equaliser during the closing stages.
The defeat means the Canaries have now lost consecutive Championship matches by the same 4-3 scoreline, following the previous weekend’s defeat at Middlesbrough.
Manager Philippe Clement admitted conceding four goals made it extremely difficult for his side to take anything from the game.
