Two gas mains will be moved at a cost of £24.5 million to allow construction of the West Winch Access Road.
A 3.5km link south of King's Lynn is designed to ease congestion ahead of plans for 4,000 new homes.
The added cost has threatened the £109 million project, but funding support from Homes England is expected to cover most of the increase.
Work could begin in the spring.
