Councillors in Norwich have questioned the cost of a dispute surrounding the £7.8 million regeneration of the halls.
The venue's reopening has been delayed by a year amid disagreements over who should run the site.
Green councillors are calling for transparency over how much the row has cost taxpayers, while the Labour-run authority says it's acted appropriately and is now focused on reopening the Grade 1 listed venue next month.
