A recycling centre is set to close later this year after the council felt to secure a new lease on the land.
Norfolk County Council says the site at Morningthorpe near Long Stratton will shut in October.
The authority's 25-year lease is due to expire and talks with the landowner have not resulted in an extension.
Councillors say the decision was ultimately out of their hands. The nearest alternative will be the Norwich South Recycling Centre about seven miles away.
