Norfolk County councillors criticised a new pothole reporting system set up by Great Yarmouth MP Rupert Lowe.
Senior councillors say the scheme has created duplicate complaints and slowed down repairs. But Rupert Lowe says dozens of residents have used the system successfully to highlight road problems.
The dispute comes ahead of next month's local elections.
