Norfolk will be restructured into three unitary councils under plans confirmed by the government.
The new authorities will be Greater Norwich City Council, East Norfolk Council and West Norfolk Council, replacing the county's existing eight councils.
All local services will be delivered by the new bodies when the changes take effect in April 2028.
Norwich Council's leader says reform recognises the city's role as a key economic and cultural hub.
