A former council leader has criticised plans to reorganise local government in Norfolk.
Lord Fuller told the House of Lords the changes could create Britain's poorest council in East Norfolk.
He argues wealthier areas would fall under a separate Greater Norwich Authority.
The government says proposals have been carefully considered.
Under the plans, existing councils will be replaced by three new unitary authorities by 2028.
