Norfolk County Council's children's services have been rated outstanding in all areas by Ofsted.
Inspectors looked at services including child protection, children in care and support for care leavers.
They praised the council's child-centred approach and strong leadership.
It marks a major turnaround for the department, which was rated inadequate in 2013 and 2015.
Council bosses say the results reflect years of hard work by staff.
